Some of Kiichpan is still livable! Most of the residential area was leveled, but there are still buildings that can be repurposed as housing, or homes that were built closer to the front gates that are available, and there's also a rooms available in the Viper HQ. The places toward the front of the city would've received minimal damage/flooding, so not much work would need to be done for them to be habitable.
