It does exist! The plant itself is relatively rare to find anywhere on the continent, and generally if it's going to show up anywhere in the wild it'll be close to Coatepec. Those wily Salamanders are quick to pounce on it and collect it whenever it crops up in most cases, so while it's possible Link may have seen it, unless he thought to snatch it up at the time there's a good chance it'll be gone the next time he goes back to find it again.

That said, there is a way to get it outside of lucking out in the wild or convincing the Salamanders to give up their medicine, and that place is the Coatepec Plant Black Market. Passiflora, the plant store, is known for dealing under the table and selling/trading things they really shouldn't be (the Mandragora craze still isn't over), so you may be able to buy up a cutting of a tobacco plant there if you're lucky.
